Cllr Middleton (L) Cllr Lee Carter (R) But when Leader Cllr Lee Carter dodged the issue, choosing not to engage on a hot potato, he delegated responsibility to Labour Cllr Kelly Middleton. Neither Cllr Carter nor Cllr Middleton did their homework.
