2200 NEO Patrols in TF3

Neighbourhood Enforcement Officers Reportedly Conduct Over 2,200 Patrols in Overdale, Newdale, The Rock, and Old Park

With the number of complaints in the LNTF3 area seemingly on a exponential increase with dog fowling incidents, despite the claims by Lawley and Overdale Parish Council (LOPC) of a "successful" anti fowling campaign run by Cllrs Boylan and Holding, we decided to investigate and nudge the borough council into action.


A well placed Freedom of Information Request was submitted to Telford and Wrekin Council seeking critical data.

The council were asked to provide the total number of patrols conducted by NEO's (Neighbourhood Enforcement Officers - responsible for the reporting and enforcement of a number of offences, including dog fowling), between January 1st and March 31st, 2024 for our area. 


This would then cover the period following LOPC's declaration of the successful implementation of their anti fowling campaign.


Telford and Wrekin Council said that NEO's actively patrolled the areas of Overdale, Newdale, The Rock, and Old Park, and conducted a total of 2,237 visits in the 90 days we requested information for! 


That seems like a lot of visits for such a small area of our town. That's nearly 25 visits per day! If you take away weekends and public holidays, you have 65 working days, which then increases the number of visits to over 34 visits per day! 


These patrols focused primarily on addressing contraventions such as violations of keep clear zones, as well as single and double yellow line restrictions, and yet nothing recorded for the issue of dog fowling.

Despite the substantial number of patrols, residents have expressed concerns over the visibility and perceived effectiveness of these efforts, so further investigation is needed!

One of the other points raised with Telford and Wrekin Council is how many patrols were at the specific request of LOPC for the issue of dog fowling.

That answer was zero. 

However, they did clarify that LOPC did seek 10 additional patrols in the 90 days, over a number of streets and open areas, which equates to less than once a week, but that would then include Lawley too, where we originally asked about The Rock, Overdale, Newdale and Old Park only.


Following the parish councils lackluster attempts at dealing with the issues, Telford and Wrekin Council has acknowledged the community's concerns and has pledged to reassess their strategies to ensure a more balanced approach that addresses all types of neighborhood issues, and have launched their own anti dog fowling campaign this week. 

How effective it will be will have to be judged on results, but given that the majority of dog owners are responsible, it is a hard core of irresponsible owners that remain a problem that needs addressing.


As the Council reviews its practices, residents are encouraged to continue reporting specific issues to ensure that their concerns are documented and addressed in future patrols.
